Administrative Changes in Dare County Schools

 

Retirements of three long-time administrators in Dare County Schools led to a reorganization of the central office staff, accompanied by other administrative transfers or promotions. All resulting vacancies were filled with internal candidates, and the central office staff was reduced by one.

Nancy Griffin, Director of Secondary Instruction, retired after 29 years of service in Dare County Schools. A former director of student services, she had served as Director of Secondary Instruction since 2006. Trip Hobbs, the Director of Personnel for the last eight years, will be charged with the leadership of instructional matters in grades 6 through 12, while continuing many of his duties in personnel. His new title will be Director of Human Resources and Secondary Instruction. From 2001 to 2006 he had served as Principal of Cape Hatteras Secondary School, following a stint as assistant principal at Manteo High School.

Hobbs will be assisted in the dual role by Dr. John Donlan, currently the principal at First Flight Middle School. Dr. Donlan will serve as Supervisor of Human Resources and Secondary Instruction. Dr. Donlan has nine years of experience as principal at First Flight Middle School from 2002 to 2005 and from 2008 to the present. He opened Nags Head Elementary School as its principal from 2005 to 2008. Donlan earned his Ph.D. at Old Dominion University.

Replacing Dr. Donlan at First Flight Middle School will be Tim Albert, who has served as the school’s assistant principal since 2007. Before coming to First Flight Middle School, Albert had nine years of experience as a principal at Landstown Middle School in Virginia Beach. He had been a teacher at Kempsville High School in Virginia Beach before serving as an assistant principal at Salem Middle School and Ocean Lakes High School. He earned his master’s in education at George Washington University.

Joining the administrative team at First Flight Middle School will be Dave Guiley, who has been the assistant principal at Kitty Hawk Elementary School since 2011. Guiley had served as administrative intern at First Flight Middle School from 2007 to 2009. Prior to that, he was assistant principal at Cape Hatteras Secondary School and an English teacher at Manteo High School.

Debbie Shepheard, assistant principal at First Flight Elementary School since 2006, will become assistant principal at Kitty Hawk Elementary School, replacing Guiley. In addition to her eight years of experience at First Flight Elementary School, Mrs. Shepheard has five years of experience as an assistant principal in Newport News, Virginia. She earned her master’s degree in administration at Old Dominion University and the educational specialist degree from George Washington University.

Jodie Mitchum, currently an administrative intern at Manteo Elementary School, will be promoted to assistant principal at First Flight Elementary School. Before becoming an administrative intern last summer, Mitchum had sixteen years of experience in Dare County Schools, including two years at First Flight  School and eleven years at Manteo Elementary School. She earned her doctorate in School Leadership at Regent >University in 2014.  

Tami Harper, a social studies teacher at First Flight High School, will serve as administrative intern at Manteo Elementary School. Harper is a National Board Certified Teacher who earned her master’s degree in educational administration at East Carolina University in 2009.

Also retiring from central office are Kathey Lamm, Director of Career and Technical Education, and Anne Newbern, Director of the North Carolina Student Information System. Lamm served in Dare County Schools for 34 years; Newbern retired with 21 years of service in the school system. Jean Taylor, currently the Director of Administrative Services, will become Director of Career and Technical Education. Taylor had previous experience in working with Career and Technical Education as a counselor and later an assistant principal and principal at Cape Hatteras Secondary School.

Terry McGinnis, who has served as Principal of Manteo Middle School since 2004, will replace Taylor as Director of Administrative Services. In addition to his ten years of experience at Manteo Middle School, McGinnis served as assistant principal and interim principal at Manteo High School, and as a teacher at Manteo Elementary School.

Taking the helm as principal at Manteo Middle School will be Teresa Twyne, who has four years of administrative experience with Dare County Schools, most recently as principal of Dare County Alternative School. Before that, Twyne served as a teacher and athletic director at First Flight Middle School before becoming assistant principal at Cape Hatteras Secondary School for two and a half years.

Sherry Wescott, the school system’s assistant finance officer, will assume the duties of supervising the North Carolina Student Information System. Assisting Wescott with finance department duties will be Missy Braddy, who will serve as Budget Analyst and Lead Payroll Technician.

“It’s always a bittersweet occasion when highly valued employees retire,” said Superintendent of School Dr. Sue F. Burgess. “We wish our retirees well, but will miss them very much.”

“We’re pleased to be able to use reorganization and the talents and experience of internal applicants to fill our openings,” continued Burgess. “We look forward to the 2014-2015 school year with our new administrative team.”

Administrative changes will be effective over the summer from July 1 to August 1, depending on retirement dates and transition times.
